sister in law wants us to adopt her baby

Hi guys my sister in law has decided she wants to have her baby adopted, she has asked us if we want to adopt the baby.
we really do but unsure of the process we have 2 girls, we want the baby but i begin uni in October, if we foster the child first then adopt am i allowed to leave the baby with a childminder when we would be fostering the baby? the baby is due in 2 weeks!!!
I really don't want the baby placed with social services so how could we have the baby from birth (as that what she wants us to do)
